O segundo projeto de emancipação do Rio Negro e o sistema político do Brasil Império

Abstract

This paper aims to review the discussions that took place concerning the policy of creating provinces in Brazil during the Empire, mainly within the context of the Brazilian Parliament. Several elements were articulated in this debate: the interests of regional elites, the need for the state to impose more order, and internal problems related to foreign policy, as the new provinces bordered upon neighboring countries. These several factors required a balanced response in order to guarantee the survival of a state under construction.
