Abstract

Brazil has a wide range of legal policies aimed at combating contemporary slavery. The most important of these, the Special Mobile Inspection Group (Grupo Especial de Fiscalização Móvel – GEFM), widely recognized in the specialized literature as an effective instrument, operates under the Ministry of Labor and Employment (MTE) and is therefore largely supported by the Labor Justice system. Although workers subjected to conditions analogous to slavery participate in productive activities and labor markets, the phenomenon remains understudied from an economic perspective. This article seeks to contribute to the development of this research agenda through an analysis of GEFM inspection reports from 2013 and 2023. The findings reveal key characteristics of the labor markets involved, including excessive working hours, informality, and specific non-conventional forms of remuneration. The study reinforces the understanding of contemporary slavery as a structurally exploitative labor market and provides a basis for comparisons with other segments of the Brazilian labor market.
